Please note: All students traveling to Canada are required to arrange their quarantine plan through the NCT Quarantine Team, regardless of vaccination status. Whether or not exempt from quarantine on account of being fully vaccinated, is a determination which can only be made by the CBSA officer at point of entry. Travel to Canada
The Government of Canada has introduced a mandatory quarantine upon arrival for all travellers to Canada. Failure to comply with the Government of Canada’s mandated Quarantine carries legal penalties and fines as per the Quarantine Act.
Please consult Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Canada websites for information regarding entry to Canada. Non-discretionary travelers to Canada are expected to be aware and prepared to enter Canada fully apprised of the Government of Canada’s current or newly announced quarantine requirements, and understand how they may relate to them. Information provided in this communication is subject to change at any time and Niagara College - Toronto accepts no liability for any discrepancies.
Changes as of July 5
As of July 5, fully vaccinated travellers* who are authorized to enter Canada (including eligible international students) are no longer subject to the federally mandated 14-day quarantine requirements provided they meet the specific conditions set out by the Government of Canada.
*Fully vaccinated travellers are considered travellers who had to have received a full series of a vaccine, or a combination of vaccines that have been authorized by Health Canada — Pfizer, Moderna, AstraZeneca/COVISHIELD, and Janssen (Johnson & Johnson) — at least 14 days prior to entering Canada.
Changes as of August 9
As of August 9, the three-night government authorized hotel stay requirement will be eliminated for all travellers arriving by air. Fully vaccinated travellers who meet the requirements will be exempt from quarantine; however, all travellers must still provide a quarantine plan and be prepared to quarantine, in case it is determined at the border that they do not meet the necessary requirements.
Furthermore, fully vaccinated travellers will not need a post-arrival test unless they have been randomly selected to complete a Day 1 COVID-19 molecular test. There are no changes to the mandatory testing requirements for unvaccinated travellers.

We understand how tough it can be to adjust to a new country, especially amidst a global pandemic. For students starting school this Fall term and wishing to travel to Canada, our NCT team is ready to assist with planning their arrival and making the necessary arrangements through our NCT Quarantine Plan for a smooth transition to Canada.
The NCT’s Quarantine Plan is designed to keep students safe and provide the best experience possible. Following this plan ensures that students can safely travel to Canada according to the latest COVID-19 regulations. As the quarantine procedures are constantly changing, we advise all students not to purchase flight tickets before:
- they have been informed that their quarantine arrangements have been made; and
- they are ready to travel to Canada.
The NCT Quarantine Plan includes:
- Free shuttle from Toronto Pearson International Airport (YYZ) to the federal quarantine facility
- 14 nights/15 days of quarantine as mandated by the Government of Canada and a condition of your entry to Canada. The full 14-days will include your 3-days Federal Quarantine stay as well as the remaining 11-days quarantine at the same location.
- Three healthy meals a day, delivered contactless to your door
- Wireless internet connection
- Daily virtual check-ins by the NCT Quarantine Team
- COVID-19 at-home testing kit for self-testing on Day 8 of quarantine
NCT’s Quarantine Plan Cost:
For July to August 2021:
The estimated cost of quarantine for students, based on the 14-night accommodation quarantine period in Toronto booked by the NCT Quarantine Team is $2,000 CAD (value of $2,700). Students can conveniently make the payment directly to the quarantine hotel using the hotel’s reservation link provided by the NCT Quarantine Team.
Please note that quarantine requirements may change as per the directives from the Government of Canada.
How to Book your Quarantine Plan:
- Students planning to travel Canada for the Fall 2021 term are required to contact the NCT Quarantine Team by email at email@example.com to arrange their Quarantine Plan.
- Once your quarantine booking has been accepted, you will receive a comprehensive Niagara College – Toronto Quarantine Package that includes a travel support letter, hotel confirmations, and guidelines on travelling to Canada during COVID-19.

“The Government of Canada will use its authority under the Quarantine Act to ensure compliance with the order. Failure to comply with this Order is an offense under the Quarantine Act. Maximum penalties include a fine of up to $750,000 and/or imprisonment for six months. Further, a person who causes a risk of imminent death or serious bodily harm to another person while wilfully or recklessly contravening this Act or the regulations could be liable for a fine of up to $1,000,000 or imprisonment of up to three years, or to both. Spot checks will be conducted by the Government of Canada to verify compliance.”
